It's an infamous subject mostly in anime, but I thought it would've been interesting see other cases from all around the world.
Show a picture of said character and why you chose them.
(I've already made this question to a guy I follow on Tumblr but who cares)

Possibly no 100/1000 year old characters, those don't really count.

Decided to join in too, because that wouldn't be fair:
May from Guilty Gear:
She was a young girl and still looks like one even if she supposed to be in her early 20s

Hanayama from Baki the Grappler

He' 19 but he didn't look any different when he was 15,also he's 6'0ft tall but he's depicted like he's 7'ft.

Many speculate that Meiko from Prison School supposed to be 17.But I'm not too sure.

Sin Kiske: 5 years old.

Dizzy: 9 years old.

Don't forget that Dizzy is also Sin's mom and that she's already married with an older man.

But she's not human so she ages a lot faster.

Well technically gears are meant to be nothing more than for fighting so their metabolism is much faster. They're like clone troopers sans the clone part.

Harold, 166 year old and such a cutie, looks even younger later

White dward 6900+ year old, but looks very young

And finally this guy from Blame. Probably dozens of thousands years old or even older.

I know this kinda goes against what OP said but a bunch of the demons and angels in the Disgaea series fit due to their ages.

Laharl: age 1313

Etna: age 1470

Flonne: age 1509

Basically it looks like angels and demons in Disgaea seem to really like keeping a younger appearance even well into being over a millennium old.

They age differently than humans so they're like 1000 but are biologically equivalent to 10 year old humans.

Of course with that art style they still would look very young when they're biologically adults.

Shino Okazaki from Clannad. She probably looks 20 years younger than she is.

Many japanese people have children in their 20's as its the tradition there to marry right after finishing studies and have children by the time you turn 25.

Shino is propably meant to be 69-ish. But you could say that the moe art style makes her look like she's in her fifties.

Bisky is 57 but looks young because she hates her regular body(she's like a roided out gorilla), Gon and Killua are supposed to be 14 by now but still look the same as when they were 11.

For reference this is what a 14 year old looked like in Togashi's other comic, Yu Yu Hakusho.

Kliff (A man who died at 80) had known Sol since he was a kid…and he looked as young then as he does today. Sol was also alive before the creation of gears…which was a century ago.

Yasutora Sado from Bleach:

I can understand some facial hair but being 16/17 years old?No way.
But counts for all the cast from Bleach.

Young Kenshiro from the Fist of the North Star OVA:

Kenshiro here supposed to be a preteen, but that's Kenshiro so I don't know if that really counts.

The Starling sisters from Lollipop Chainsaw:
(that's the only image I could find with all 3 together)

Respectively 20,18 and 16 years old.
As you can see it's not believable. It's even more weird when you remember that in an other Suda51 game,No More Heroes 2,a college student looked like this:

Maybe that was intentional considering their roles.

Man, look at all the unsurprisingly large amounts of anime examples being posted.
Anyways.

I stumbled upon this a little while ago, and it just blew my mind.
Reinhardt is 61.

This beautifully-aged, brick-walled bara of a man is only 61.

You'd think he'd be older.

Same goes for Heihachi Mishima from Tekken:

The man is in his early 70s but has the body of a 30 year old bodybuilder.
