How to make GIFs?

Pretty n00bish questions, but what's the most effective way to make GIFs for this website? I have Adobe Flash, but creating GIFs there is very awkward quality-wise and inputting AVIs on Flash does create lots of…problems. Then I tried GIF makers on websites, but getting the exact millisecond when to start and end is very difficult, especially when most GIF converters only allow seconds and not milliseconds.

So what is the secret to having a good GIF?

Most decent image editing software, like GIMP and Photoshop have support for animated images, including gifs. It's just a simple option to turn layers into frames. I personally find photoshop simple enough to use, and I recommend finding an online tutorial or messing with these:

(I'm fairly sure there's an equivalent or similar menu for PC users, Photoshop can't be that different between platforms.)
