So, what's the deal with top comments on articles?

Sometimes they don't show at all(even with lots of replies), sometimes they show wrong people(for example someone has 75 likes, but top comments shows someone with 14 likes instead).

I'm interested if someone truly regulates top comments. And if so – why?

They're decided by fresh upvotes. If a top comment is 2 years old with 200 upvotes, but I make a new one which gets 20, then mine will show up. After a while the old one will return since mine loses its freshness.

Top comments can also be disabled entirely, which is sometimes done on entries which generate heavy debate. That's the only type of regulation there is.

This happens most often with continuing popular media entries. For example, in the My Hero Academia entry, a video game was announced, causing the newest top comment to be an update about the video game. After a while, it should be back to the first pro-Frog Girl comment.
