that may have a button to add photos and videos in the comments? or very stupid what I'm saying?

Adding photos and videos in the comment section uses HTML or Textile. If users want to put pictures/vids in the comments, they can do that by themselves.
The comments weren't really designed for that kind of media anyway, we just leave people the option.

To add an image you can use either this: !http://24.media.tumblr.com/tumblr_mdghpdD4cE1qz6f4bo4_500.jpg! or: <img src="http://24.media.tumblr.com/tumblr_mdghpdD4cE1qz6f4bo4_500.jpg">

Using either of those would give you this.

As for embedding videos, the site that hosts the video usually has an embed button that gives you a code. Copy the code and paste it where you want to use it.
