They should be, but only for non-shitposting and other similar situations where their use does not have hilarious outcomes.

So using them to persecute and harass someone you don't like, is straight-up out of order and should not be allowed or accepted.

Using them to make a random comment about Cheese the top comment in a completely unrelated topic is A-OK in my book.
