Personally, I'm for it, if someone wants to consider themselves a dragon or whatever, that's fine by me.
I can't take otherkin seriously but I wouldn't harass them or bully them. In fact I actually avoided the original otherkin entry on KYM because I had a feeling people would say very aggressive things about them. I think they're people trying to cope with some personal trauma or in turmoil and so use it as an escape or defense mechanism.
Also about transethnicity, the things is, it's actually a thing but it's not feeling like you're black just because. Rather, it's when you are a raised in a household or community with a certain culture. e.g a black person is raised by white parents in a mostly white neighbourhood in the UK will tend to act identical to a white person because that's how they were raised.

That's simply a case of culture =/= ethnicity
if everyone around you displays a certain behavior, you're likely to display it too

You seem to be creating a false dichotomy of "harrass/bully" or "ignore". In my opinion, the "strong" otherkin, as opposed to the "weak" ones that I mentioned before who are aware that it's just a fantasy, need positive attention, specifically from mental health experts. The problem is, they spend so much time going onto these community websites that constantly reinforce their delusions- it's actually really sad. Like myself and others have said, the Tumblr types tying this together with transgenderism as "civil rights" issues drags the legitimacy of the latter through the mud.
And as for your second point- hmm… it's almost like your actual race doesn't matter one iota in terms of who you actually are as a person, and treating it like it's something more than it actually is makes you sound stupid and/or crazy.
