On September 18th, 2026, American Muckrakers^[1] published an article by David Wheeler detailing the sworn ethics complaint he filed the previous day. According to the complaint, Boebert had a sexual relationship with Navarro from 2021 until the end of her tenure in January 2025, with alleged encounters taking place during and after office hours, in the district office, in a vehicle for which Navarro received House mileage reimbursements and in campaign-paid hotel rooms.^[1]

The complaint also alleged that Boebert engaged in relationships with Finegan and Small, and made additional claims involving Navarro, including alleged year-end bonuses, a $5,000 campaign payment reported as fundraising consulting and a roughly $200,000 payment that the complaint alleges was made after Navarro threatened to file an ethics complaint, which drew on House payroll records, Federal Election Commission filings, court records, text messages, bank records, recorded conversations and other sources.^[1]

The same day, the Colorado Times Recorder^[2] reported on the ethics complaint, describing its central allegation as Boebert having sexual relationships with three employees under her direct supervision. The Recorder also noted that two of its earlier stories cited by the complaint had documented Navarro's presence on a 2022 Mar-a-Lago trip and her work in Boebert's district office, but had not alleged an inappropriate relationship. The article further reported that Boebert's office had not responded to a request for comment at the time of publication.^[2]
