Overview
OpenAI's $200M Contract With U.S. Military Controversy, also known as OpenAI’s $200M DoD Contract, refers to a $200-million contract won by OpenAI in mid-June 2025 to provide the U.S. Defense Department (DoD) with artificial intelligence tools. The initiative aims to help the military identify and prototype how frontier AI can improve administrative operations, support cybersecurity and enhance national security efforts. As news broke of the contract, it sparked debates and memes on social media regarding the use of AI in government and military applications.
Background
On June 16th, 2025, OpenAI[1] and the U.S. Defense Department announced the launch of a one-year contract to expand access to its AI tools across U.S. federal, state and local agencies. The initiative consolidates existing collaborations with national labs, NASA, and the Department of Defense, including a $200-million contract to improve administrative and cybersecurity operations.
According to a CNBC[2] article, the Defense Department specified that the "contract is with OpenAI Public Sector LLC, and that the work will mostly occur in the National Capital Region," which encompasses Washington, D.C., and several nearby counties in Maryland and Virginia.
The X[3] page @spectatorindex uploaded one of the earliest mentions of OpenAI and the DoD's contract, which amassed over 19 million views and 6,800 likes since it was posted on June 16th, 2025 (seen below).

Online Reactions
OpenAI’s $200-million contract with the Department of Defense quickly sparked a wave of backlash, criticism and memes regarding the use of AI in the U.S. government after its announcement in mid-June 2025.
For example, on June 17th, 2025, X[4] user @bloodbytez uploaded the Staring Donkey meme as a reaction image, captioning it, "me watching the CIA pull up an AI-generated video of me committing a crime that they made." The tweet received over 2.4 million views and 155,000 likes in a day.

On the same day, X[5] user @aphotism referred to the Metal Gear Solid 2 video game plot and OpenAI’s contract, which received roughly 1 million views and 49,000 likes in a day.
