Origin

One early segment of Stephen Colbert's The Colbert Report included two boards with slide-out nameplates. If a person or group ticked Colbert off for actions they took (directly towards Colbert or in general), he would add their name to the "On Notice" board. If the group continues the same action, they would eventually be moved to the "Dead To Me" board. (There are more exacting rules how names move between the boards explained here ).

Take one part of a highly-watched show by Internet users, add in one part of an highly exploitable screen-capture image, and you get yourself a meme.

Users have taken it upon themselves to create their own photo-manipulated images of the "On Notice" or "Dead to Me" boards with their own personal lists or as joking statements towards others.

At least one such site can generate these images for users without the necessary skills.

A simple GIS on "On notice" gives at least 490,000 results as shown here . Many of the first several pages of this search are regurgitation of the above "On Notice" board generator.
