Hey, a western trap! … Kinda… This character is from the Japanese only game Yoake no Mariko (Which also got a sequel) and yes, the characters were designed and animated by Spumco (The same people who did Ren and Stimpy.)

The character here in question is named "Sexy Boy Rolly", who's implied to be male through out the game. Rolly is an actor who uses their feminine appearance in order to play female rolls in movies. (It's kind of the gag/gimmick considering the nature of the game.)
