Okay did they just apply this decal in the wrong order because you can usually find the actual meaning behind these things by adjusting how you read them. But I've read this thing in both orders I can think of (top to bottom and bottom to top) and it's pretty incomprehensible either way.
My guess is the intended order is
"Hit Yourself
At 3rd Floor
You Will
Thank Us
3 Months
From Now"
