Reading the counterpoint is always healthy for the mind

We all saw a lot of anti-article13 so here's some counterpoint from https://www.article13.org/no-silly-questions

Things that the mainstream media didn't tell me:
- The "upload philter" will only apply to companies who make more than 10 million euros a year
- Below that, "best effort" is the minimum asked
- "link tax" only concerns quoting a portion of the target link (snippets), an article being considered an intellectual property
- If hollywood, japanimation and various right owners starts sending copyright infringement over memes, they will inevitable get widely spread bad publicity

So there's more to debate and that most people know
