The first 4 seasons were based on the books that had come out, so all the writers had to do was follow GRRM's plot. After that, they had nothing but some basic plot points GRRM wanted to hit on, and the quality dropped. In an ideal world, the show would have come out after the books were finished, but of course it seems unlikely at this point that we even get another book.
