Miyamoto's only suggestion was to maybe stick to established characters, it was the decision of other designers on the game to keep the cast extremely limited to only characters and enemies created in the 80s. Miyamoto never told the devs "oh and you're forbidden from using Wario, Waluigi, Rosalina, Pauline, and every character made after SMB3." If Miyamoto was really THAT big of stickler then explain why he apparently raised no qualms with introducing new enemies, species, and characters in Mario PLATFORMERS even after Sticker Star and Color Splash. Someone else at Intelligent Systems misinterpreted his suggestion and took it to an extreme.
