I read the interview in question (and keep in mind this was a fairly old interview) and what he was saying was that when at how Pokemon merch was marketed at the time, Japanese merch usually only had Pikachu on the tag to represent it, while American merch had both Pikachu and Ash showing a bond between Pokemon and humans, and that is why he said Americans understand it better.
