It may have been obvious that Unalaq was supposed to be the bad guy, but it is really a "Holy Shit" moment when you figure out Varrick is one too.

It's kind of interesting that where the Water Tribe was more or less the good guy race (Hama being the main exception) in "Last Airbender", "Korra" has had most of the bad guys (Amon/Noatak, Tarrlok, Unalaq, and Varrick) be from there.
