Pokémon - Pokemon and HM logics

The real problem is why the fuck are you trying to teach Arceus Rock Smash.

It is kind of funny that HM's seem specifically tailored to hindering your progress.

"I found an HM! Now I have to find the next gym leader before that random guy infront of the route entrance building will let me through. Does so, passes through the route gate Oh man, look at all these boulders, but none of my pokemon know the HM move for that… guess I'll just have tow walk around the other whole side of the country to get to the other side."

Im kinda curious why nobody has seem to made anything on the Route Guards that block your way because they were thirsty… that's it, they cant do their jobs cause they get a drink. I mean, since they cant leave there post, wouldnt it make sense to at least give them an assistant or secondary guard?
