When Luigi hit's Falcon's shield slides backwards, the game prevent any vertical knockback being done to Luigi. Falcon knees Luigi before this "vertical-knockback-free" time period is over, carrying it over when he's offstage. Falcon meteors, no vertical knockback is done, Luigi stays in place.
