It's because voting with ID isn't necessary (fraudulent ballots is something like .00004% of total cast ballots, and the only wide-spread case of it in recent times was perpetrated by a Republican) and is an impediment to those with little money because it costs a not-insignificant amount of money to apply for one, not to mention navigating the disaster that is the bureaucracy. It disproportionately attacks the lower class, who are more likely to vote for Democrats, and is essentially a Sounds Good On Paper way to commit voter manipulation (see also how polling booths in lower income areas are closed more often). Voting without ID has been the method of voting for well over the last century and worked just fine because registering to vote is already sufficient for checking it's a legitimate citizen.

Essentially, they're trying to prevent the Republicans from further shoring up their power during a disaster right before a critical presidental election.
