From a quick search, she's apparently from Patrol 03, a French-Canadian cartoon in a world of animal-people where the three main character are inept police officers that get into wacky hijinks while trying to solve crime.

Carmen herself is one of the main characters and her wheelchair uses various tools and gadgets.

Huh, seems a bit obscure and apparently some episodes are on Youtube. Might have to give it a looksee at some point out of curiosity.
