It's a private company, there are no stockholders in this case. But to echo reverse Todd, Valve gave up on making video games to more or less pursue the physical gaming sphere. They've been doing it since 2014 with the much ridiculed Steam-Machines, then Steam Link/Steam Controller, then the Valve Index, and finally the Steam Deck. It's only with the last one that Valve has achieved some level of mainstream success.
As for TF2 & Overwatch comparison, I suppose a neglectful parent who stop bothering and left entirely is better than an emotionally abusive parent who still strings you along with empty promises and a false hope things will get better.
