The use of ribbons (and her chest size) reminds me of Mami, but her hair is colored like Madoka's, and her outfit looks like a weird amalgamation of elements from the outfits of multiple magical girls. Is it Mami? Is it Madoka? Is it someone new entirely? Or a new version of someone else we're familiar with? We'll have to wait and see.
