I just realized: Nobody takes them seriously. Nobody thinks them a significant threat. The winning move is to simply let them tire themselves out. They'll occasionally do some horribly evil thing, like shooting innocents because they committed the irredeemable sin of not being Muslim, but I think if you defeated all those attempts as they happened and said something along the lines of "Your actions do nothing but strengthen our resolve and waste the lives of your comrades," after a while, morale would start to drop, then recruitment, then numbers, as they would start to question of their actions are really worth it.
