BLURS, SQUASH and STRETCH! These aren't symptoms of QUALITY! These are normal animation techniques every animator learns at any point, especially during the long hand drawn era of animation both on TV and in Film.
These are in-between frames to show movement and the exaggerated nature of cartoons makes them look strange. But if you take the exact same type of frame rate for live action material of let's say somebody running you'll see a lot of blurry and seemingly stretched frames as the camera records it.
QUALITY should only deal with characters that are extremely off model, or long stretches of wonky animation that is suppose to "normal".
