Origin

Originally from a doujin (self-published manga) entitled ’That’s Why I Assault Ren’ involving a pedophile and an underage loli succubus, this catchphrase is often used on imageboards and forums like 4chan or YTMND.

The doujin in question stars a pedophile who goes on a murderous rampage in order to get to the aforementioned loli. When confronted she tranforms into a cat, a state which she thinks is safe! But the main character begins to undo his pants, saying “a cat is fine too…”

Usage

The phrase is not used as often as it was early in its short lifetime, but is often used in threads concerning adult content or other situation-appropriate posts (e.g. “you are not safe”)

Also it can be used as a alternative to a subject.
