According to the heavily redacted memo, special counsel Robert Mueller recommended that former national security advisor Michael Flynn serve no jail time for providing "substantial assistance" in several investigations, including the one into Russian interference in the 2016 election. However, that hasn't stopped the internet from meme-ing this heavily-redacted court filing.
