Uh, if that's the tier Palpatine should be at the bottom with Snoke. All that stuff about him bringing peace to the galaxy and shit is made up "Empire Did Nothing Wrong"-isms.

He gave zero shits about the wellbeing of the galaxy in either the New Canon or Legends; he only formed the Empire because that would make it easier for him to achieve his true goal of bending the Force to his whim completely and becoming God.

That's especially true in the new canon. He had messenger droids called Sentinels ready in the event he dies. And the point of that was to turn the empire to shit if that happens to make sure his empire doesn't outlive him thanks to Operation: Cinder.
I do think it's a good story tho.
