The concept of heaven came first, hell came later. So one does not automatically imply the other.
Hell was introduced to the Jews (and with it Christianity and Islam) by the Babylonians that ruled over them for a while. They believed in Zoroastrianism, also a monotheistic religion (although not Abrahamitic). The Babylonians gave them their concept of the devil (so an "anti god") and hell and it became part of Judaism itself over time.
But until then your soul was either lost (so probably your death would be the end, no immortality in heaven for you) or you go to paradise. There was no suffering in hell because unworthy souls would just… stop existing.
