That's the intended goal. First they killed hundreds of civilians, then they let Israel strike back hurts themselves diplomatically, a new generation of desperate recruits is created in Gaza, and Hamas's leadership is safe in countries like Qatar.

So far as they're concerned, it's a win-win-win situation
