Creative liberties where made. The scarf itself has always been a constant thing added in fan art to give Ninten a more distinguishing look from Ness.

Actually, Ninten wears a scarf in a commercial for Mother. Even though normally somebody wouldn't know that, that is a pretty good thing they added to him.
