Depends on the show for sure. I remember watching the anime adaptation of Rosario+Vampire and the show often felt like the animators just wanted to draw a hentai but couldn't since the source material wasn't hentai, and what happened is that scenes that were meant to be taken seriously just had T&A shoved in and, it felt hard (haha) to take the scene seriously (no wonder fans of the manga, which kept the fanservice only to less serious moments, hated the adaptation).

Now something that was made fully with fanservice in mind, like Manyuu Hikenchou, is another story. It's clear you're not supposed to take it very seriously so you can just sit back and watch it for all the huge boobs.
