This meme originated on 4chans /b/ board, and has spread to other boards and websites such as tumblr.
It is usually posted in conjunction with or after an image that is considered pathetic or a failed attempt.
This is a relatively new meme, so much so that a google image search turns up nothing, but hopefully it will gain more publicity and popularity and maybe compete with the likes of lol guy and forever alone
