Because GF references memes in general (im pretty sure memetic tendency will be around for quite a while), and PPG directly uses memes directly, and the ones that are already too outdated not to be cringeworthy to boot.

The difference is that Gravity Falls refers to it in-universe as a meme, while PPG shoehorns it into casual dialogue with absolutely no self awareness or sense of irony.
