What's that about none? Sceptile and Nuzleaf have hands that work just fine.

Even if by "hand" you mean specifically 5 fingers with thumbs, Lombre and Simisage exist.

We also have Celebi.

Those hands may be small and only have 3 fingers, but I do not see how they would not be "functional". They look to be quite functional.
