Whn Captain America went MIA, the US Army replaced him in the 50s with William Burnside a man who idolized Rogers so much he underwent plastic surgery to look like him and got injected with a strain of the Super Soldier Serum that gave him super strength. Unfortunately, the serum turned him insane and started attacking evert person he deemed Communist or Anti-American turning him into an ultra right-wing terrorist. This was done in 1972. He eventually joined a Neo-Nazi Militia and called himself The Grand Director.
