A moderator in the article that brought this shitty DLC practice into attention pointed out that (with the exception of the RWBY cast) the 20 DLC characters were pulled from their respective fighting game which means that their all already finished with the only thing needed to be done is fine tuning the animations and damage for balance.

Additionally, the 20 base characters that aren't DLC will be ready to play at EVO meaning those characters are already finished too.

This is even worse than what Capcom did for Street Fighter 5 because while that game was actually unfinished at launch due to a poor decision to cater to the competitive EVO crowd first, Cross Tag is a mostly finished game that's deliberately being launched in an incomplete state for extra cash.
