Except a tier list is not at all designed to dictate who you're supposed to play. It's just a timestamp of the competitive metagame, based upon the strengths and weaknesses of all the characters on the roster, at a given point in the lifespan of said game. Hence why there are multiple tier lists over time, with characters moving up and down the list due to shifts in the metagame, based on updates to the game that buff/nerf some characters and/or discovered utility for others.

Yes, a skilled Roy can beat any Fox, but that's player skill, which has nothing to do with the strength of the characters at all. Just because Joe Shmo's Roy can beat Falcomaster3000's Falco, or aMSa's Yoshi can beat Mew2King's Fox, doesn't mean it invalidates a tier list.

Also, if you want to play a character like Mega Man or Roy, or someone who may not be at the top of a tier list, that's perfectly okay. If anything, that's awesome! That's all you. No one is going to point a gun at your head and tell you to stop playing a weak character.

I do hope you don't assume that every person who plays competitive Smash is a cynical snob that is all about not having fun. Everyone has their own way of enjoying a game. I like playing it both casually and competitively. There is no right or wrong way to play a game, and anyone who thinks so, be it casual or competitive player, is just a jerk.
