There are no good guys with guns in gun-free zones. The possible lone officer at the scene is easy to neutralize, and then all that remains are helpless sheep ready for the slaughter.
I find this whole thing quite funny, actually. People are quick to decry Trump as a fascist (which is patently ridiculous), and yet there's this push to surrender all weapons by the same people calling this government fascist.
Anyway, I agree--this was a failure of the government. It's the wrong choice to punish everyone else by removing law-abiding citizens' rights when this all could have been prevented by the FBI acting on information it had.
Change the weapon in these scenarios. If the government was aware of a critically unhinged person that they'd been warned about repeatedly was making bomb threats and actively trying to assemble an explosive device, would we blame the household implements he used to assemble it? No, we'd blame the government for dropping the ball on counter-terrorism. If a guy was posting on facebook or telling friends repeatedly about how he wanted to shank people, and this was reported to the FBI, and they did nothing, would we blame "knife violence?" Nooo, I don't think so. I just don't think people are thinking rationally about all of this.
