Jotaro could just go around with Star Platinum out, and punch at random people to see if they flinch. Or, and this is a bit of a stretch, maybe they could find a stand user with some kind of incredible divination power. Maybe a power that has been able to track someone from Japan to Egypt, that level of stand, but if only Jotaro knew anyone like that.
