SENATOR ARMSTRONG "Armstrong's body is filled with nanomachines. You could compare him to Vamp - a character from previous Metal Gear games that was very advanced as well. However the amount of nanomachines im Armstrong's body is much higher, which gives him more power than you could ever imagine. Yet his heam and veins prove that he is still a human being. Our director wanted to show that the enhancement of the human body could make humans even stronger than cyborgs. Armstrong's nanomachines act as self-repair units, but they also enhance him in other ways. They finw in the body and can be altered by the simple will of the user. The nanomachines temporarily fuse wih the skin and muscles to harden the flesh to its absolute limit. This is what makes the affected body pars turn black, and the heart and blood vessels stand out so much The initial concept design of Armstrong had him look smarter and sharper. Some members of our teem thought that his face was not impressive enough, so l put more emphasis on his forehead and chin. Th is how I reached the final model. / personally still prefer my initial design, though his final appearance corresponds well with Armstrong's vocal style and personal philosophy." "Humans stronger than cyborgs."

I mean… isn't he technically a cyborg? Sure, it's not to the degree as the other cyborgs in the game that are about 99% robotic, but I'd hardly call a giant mechanical heart and veins being purely "human."
