Currently Endermen are pretty much like other mobs. Their distinguishing ability is that they can teleport and move blocks. But once you annoy them, they just try to kill you like all the other mobs, causing damage by simply walking into you. My idea is that Endermen shouldn't be a damage causing mob like the other monsters. They behave the same way they do currently. When you stare at them, they stare back, teleporting closer and closer to you as you lose eye contact. When they get close enough to reach you with their arms, they should pick you up, turn you around so you're staring directly into their eyes. At this point the screen because to fade into the portal effect, as though you were stepping through a portal Then, BAM, you're now teleported to the Nether, through the gaze of the Endermen, to the nearest land in the Nether. The only way to avoid this is to kill the Enderman before he gets close enough to teleport you. He'll never sneak up and teleport you without you knowing, since you have to look directly at him to provoke him into doing this. One concern is that you may end up teleported into the Nether before you have a portal there, meaning you have no way out. So my fix for this is... Endermen don't spawn on your main world until you've been to the nether! This also explains how Endermen arrived in your world, you let them in through the portal I hope you like my idea.
