Not sure how it is in the US, but this is bullshit in most countries. Retail shop owners are given almost free leeway to decide how to handle profit losses and anywhere from salary cuts to outright employee firing is just "free market". Likewise, security is also very much an "every man for himself" situation where anything inside the boundaries of law goes, so confronting shoplifters is not only a thing, but we also often see it on the news over here. Well, not so much now due to Corona, but it is normally the case.
