The government is just butthurt that it got its hands caught in the cookie jar. They are trying to shift the narrative away from “The US government is spying on you” to “Snowden betrayed Murica, and now we are all going to die.” Apparently, America is supposed to be "land of the safe" and not "land of the free."

I swear, they're being all polite and diplomatic in public, but Russia's cable to the US was totally "lol nope."
