This is a joke from twitter users @mouloudachour (journalist) and @tsan75 because director of Blue is the Warmest Coulour (Abdellatif Kechiche) didn't show up in the Césars ceremony in 2014 even though his Cannes Award winning movie was nominated several times. While receiving the Cesar for Best Young Actress (Meilleur Espoir Féminin) Adèle Exarchopoulos who played the main role in the movie yelled "Where are you Abdellatif ? I miss you !"

@mouloudachour then joked that he was severly missed at the Oscars too in his selfie, prompting @tsan75 to photoshop his face on Ellen De Generes' and the others. The joke is even funnier if you know that Blue Is The Warmest Colour could have been nominated for the Oscars if it had been released earlier, missing this particular requirement over a few days or so.
