Personally I'd say the optimal choice would be Cipher, since they're the only villainous team to actually allow their members to have a diverse selection of Pokemon. I mean, between Rocket's Zubats and Rattatas, Magma's Numels, Aqua's Carvanhas, Galactic's Wurmples, Plasma's Watchogs, and Flare's Swalots, the other teams don't really have much variation in their ranks.
