The characters who got copy-and-pasted are the characters who were the most popular characters in Awakening, save for Chrom and Lucina.

Severa, Inigo, and Owain, the most popular second gen units in Awakening, became Luna, Lazward, and Odin, a trio of first gen Nohr units.

Cordelia, Tharja, and Gaius, the most popular first gen units in Awakening, became Matoi, Shara, and Grey, a trio of second gen Hoshido units.

I'm thinking it's just fan-pandering.
