This meme originated on tumblr.com in a blog using a picture of Justin Bieber in a suit glaring at the camera with his head tilted down. This causes an effect that makes him seem intimidating and a bit creepy. As if Bieber wasn't scary enough. This picture has been copied and pasted and put into many pictures depicting him "creeping" on the characters in these pictures.
Picture origin: Before an interview, Justin poses (creepily) into the camera . It also seems he is preparing to make a speech, due to the paper in his hand.
