Jean-Luc Picard is the fictional captain of the United Federation of Planets’ flagship, the USS Enterprise (NCC-1701D). As anyone who is familiar with the series will readily admit, he is one of the coolest characters ever dreamed up. He is like Sean Connery, Indiana Jones, Lex Luthor and King Solomon all rolled into one supremely ethical being.
Because Picard is an infallible source of truth, justice and reason invoking him to prove a point immediately grants credence to your opinion. Demonstrated below.

In my research I have come to the conclusion that the internet sees Picard as a kind of Father/arbitor figure, the use of Picard falls predominately in the category of rendering judgement
