So an alternate universe where the Joestar legacy plaguing the family isn't the monster created IN Dio, but the monster created BY Dio in the form of their corrupted progenitor's mindless revenant? Less an abstraction of evil made flesh than one of tragedy?

Well, it's because Jonathan is dead. If he was still alive, the Stand wouldn't have to reach out to find a "mind" and it wouldn't be overwhelmed with all the psychic noise from all those JoJo's.

I bet if Jonathan was in control, he'd use this ability to check in on his descendants and give them a psychic high-five and/or hug.
