Luffy's childhood was more life threatening, but he at least had people looking out for him and other kids to call family.

Naruto on the other hand was on his own with the village hating him for reasons that he never could guess why.

So Luffy got physical scars while Naruto got emotional scars.

And as the would saying goes, "sticks and stones may break my bones but words leave psychological wounds that never heal."

Yep, not to mention Luffy actually finding out his dad is both alive and (in)famous along with being raised(technically) by his grandfather and given a set of best friend-brothers. Not only that, but actually chancing to find the one-of-a-kind Legendary fruit that the world govenment didn't even know about that renders you impervious to all kinds of blunt physical damage.

Meanwhile, you have Naruto who was basically a walking nuke if he got just a bit too angry/upset growing up, living off of cup noodles in a shed, while the person looking after him promised his father to take care of him, but that care was actually instead barely acknowledging his existence and feed him off with pocket change in the said shed, all while not telling him who his parents were or telling the village to not treat him like a monster.
